Should paying a bribe be made legal?

In 2011, India’s chief economic adviser to their Ministry of Finance, Kaushik Basu produced a paper arguing that one of the best ways to tackle corruption might be to make paying a bribe legal, but keep the act of receiving a bribe illegal.
